Canada will reinstate a fast-entry lottery for skilled workers “in the short term” : Immigration minister

In a February 16 webcast from the Canadian Club in Toronto, Immigration Minister Sean Fraser was asked when the CEC lottery would resume.He says it will happen soon, and the fast track will be back to normal in the next few years.Fraser also said he wants to add more flexibility to the fast-track system.He suggested that fast track could be used to meet short-term needs, including welcoming people into smaller communities, high-demand sectors and “people from specific areas that have the kind of educational institutions that can train our workers.Needs in strategically important areas.””Building that flexibility in a fast-track system is something THAT I personally am looking deeply into right now, because I think when we do see that the pace of transformation is only going to increase over time, it will allow us to respond in a more flexible way,” Fraser said.Fraser has previously hinted in meetings with Canadian immigration lawyers that there could be a fast-entry lottery for certain occupations in the future.Expanding access to permanent residency through fast track for international students and temporary foreign workers was one of Fraser’s priorities as outlined in her ministerial mandate letter.He is also responsible for ensuring that migrants better support small and medium-sized communities by expanding rural and northern migration pilots and advancing municipal nomination schemes.Since taking office in the fall, Frazier has made the Atlantic Migration Pilot, one of the other programs on her list, a permanent program.Express Entry was created to manage immigration applications for workers who are eligible for at least one of three programs: the Canadian Experience Category, the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trade Program (FSTP).Candidates who are eligible to participate in one of the programs may be eligible to participate in the Provincial Nomination Program (PNP) if the candidate is nominated by a participating Canadian province or territory.In general, eligibility for the Fast track management program depends on a candidate’s prior work experience in what is considered a “technical” occupation.If candidates qualify for Express Entry’s program, they earn points for human capital factors such as age, education, work experience and official language ability.The candidate with the highest score is invited to apply for immigration to Canada.Fast-track status Since September 2021, Canada has only invited PNP candidates to apply through the fast-track system.Fraser has repeatedly stated that the suspension of the CEC, FSWP and FSTP lotteries is temporary, while the Department of Immigration, Refugees and Citizenship of Canada (IRCC) is responsible for dealing with the immigration backlog related to the pandemic.As of February 1, about 64,890 FSWP and CEC candidates were awaiting a decision on their immigration applications.The 2022-2024 Immigration Levels plan calls for fewer fast-track arrivals this year than the backlog.By 2022, Canada expects to admit 55,900 immigrants through Express Entry, excluding PNP candidates.For the next year, Canada currently plans to welcome 75,750 fast-entry immigrants.By 2024, Canada is expected to welcome a record 111,500 immigrants through fast-track.Mr Fraser will set out his next plan for immigration levels for 2023-2025 in the autumn.At that point, the target could change beyond 2023.News related links:
